Step one: First off, you need to connect an external hard disk or Time Capsule with a USB. After that,hit the Apple icon to proceed

Step three: Once you are done, turn on the switch for Time Machine and hit Select Backup Disk on the right.

Step three: Once you are done, hit Continue and then hit Startup Disk. After that, you need to clickErase and then enter the macOS Sierra file you want to remove
Step four: You now need to select macOS Extended and hit Erase
Step five: Once macOS High Sierra has been removed from your Mac, you now can re-install macOS Sierra. To do this, you need to click on Reinstall OS X from the OS X Utilities, select Continue and agree to terms and conditions
Step six: The Mac will start installing macOS Sierra and then reboot.
  1. Steps to restore your data from Time Machine backup

Step one: Once your Mac finishes booting up, your computer is now running mac Sierra. To restore your data from a Time Machine backup, reboot your Mac and hold down Command + R (while it reboots)
Step two: From the OS X Utilities menu, you simply need to hit Restore button from Time Machine Backup. After that, you need to click Continue
Step three: Next up, hit Continue again and then click Time Machine Backup to proceed
Step four: Select your backup and hit Continue to complete the task.
